old members without PTM?

There were many old members who joined .biz and .org but didn't join PTM. These members were not eligible to get funding. Is this still the case?

If such members are not eligible could they just abandon their previous memberships at .org and .biz and just come in now as a brand new member? They just pick a new username and preferrably use a different email address and they will qualify easier than ever.

That's a good question. I was thinking they could just still
list their org and biz usernames if they hadn't joined PTM.

This would make it easy for Admin to find them in the system.
